This document outlines standard operational procedures proposed
\nfor a number of specific features. The particular features included
\nfor such description were selected with the following
\nconsiderations in mind:<\/p>\n
\u2022 The list of features chosen for operational standardization is
\nrestricted to those features that afford the subscriber an
\nacceptable degree of control over common call situations. No
\nattempt is made to "standardize" all of the features that are, may
\nbe, or could be made available in the wireless industry. The
\nobjective is to provide subscribers with reasonable comfort and
\nfamiliarity as they move between systems while not infringing on
\nthe need of manufacturers and service providers to compete by means
\nof nonstandard offerings.<\/p>\n
\u2022 All selected features can be implemented, in their "standard"
\nform by MSCs designed to serve smaller markets; i.e., standard
\nprocedures should not have unduly burdensome memory and processing
\ncapacity requirements. Individual manufacturers may offer
\n"enhanced" versions of standard features; however, such
\nenhancements should not surprise the unsuspecting subscriber by
\ndeviations from the standard. Feature options should provide
\nflexibility of the manufacturers' and service providers'
\nofferings.<\/p>\n
\u2022 The features selected provide as much home service provider
\ncontrol over the feature operation as possible. This is to allow
\nfor competition between manufacturers and service providers, while
\nproviding seamless feature operation to the subscribers. The
\nmechanisms for these features should allow other home system
\ncontrolled features to be implemented without sacrificing
