This document provides descriptions and standard operational
\nprocedures for a number of specific features. These particular
\nfeatures were selected with the following considerations in
\nmind:<\/p>\n
\u2022 The list of features is restricted to those features that
\nafford the subscriber an acceptable degree of control over common
\ncall situations. No attempt is made to "standardize" all of the
\nfeatures that are, may be, or could be made available in the
\nwireless industry. The objective is to provide subscribers with
\nreasonable comfort and familiarity as they move between systems
\nwhile not infringing on the need of manufacturers and service
\nproviders to compete by means of nonstandard offerings.<\/p>\n
\u2022 All selected features can be implemented, in their "standard"
\nform by MSCs designed to serve smaller markets; i.e., standard
\nprocedures should not have unduly burdensome memory and processing
\ncapacity requirements. Individual manufacturers may offer
\n"enhanced" versions of standard features; however, such
\nenhancements should not surprise the unsuspecting subscriber by
\ndeviations from the standard. Feature options should provide
\nflexibility of the manufacturers' and service providers'
\nofferings.<\/p>\n
\u2022 Certain features may also be implemented using a "Wireless
\nIntelligent Network" (WIN) architecture, in which case the
\nfunctionality required to provide features (such as service
\nswitching, service control, service data, and special resources)
\nmay be distributed throughout the network. In such a case, the
\nservice control or service data functions associated with features
\nmay be distributed among the MSC, HLR, SCP, SN, IP, or other
\nnetwork elements, and the interactions between features must be
\nmanaged carefully to prevent undesirable or unexpected results.
\nFeature Interaction Manager and Service Interaction Manager
\nprocedures should be implemented in networks employing such an
\narchitecture.<\/p>\n
\u2022 The features selected provide as much home service provider
\ncontrol over the feature operation as possible. This is to allow
\nfor competition between manufacturers and service providers, while
\nproviding seamless feature operation to the subscribers. The
\nmechanisms for these features should allow other home system
\ncontrolled features to be implemented without sacrificing
