Passive vapor controls, which also can be<br \/>\n effective at reducing emissions, are not covered in this publication.<br \/>\n During loading operations, vapors from petroleum liquid will evaporate<br \/>\n to reach equilibrium at ambient conditions to the degree allowed by<br \/>\n the vapors&#039; inherent vapor pressure. For example, vapors expelled<br \/>\n while a rail car or truck is being filled with gasoline result from<br \/>\n the exposure of hydrocarbon vapors to air and evaporation during<br \/>\n transfer. Agitation of liquids and heating could cause additional<br \/>\n vapor emissions during transfer operations.
